Experience In Policy Shaping And Legislation Drafting Olexander Droug, being one of the Ukrainian legal advisors to the World Bank on a joint EBRD – World Bank project to draft the Law of Ukraine "On Financial Restructuring", has (1) advised the World Bank and the EBRD on the Ukrainian bankruptcy regime; (2) adapted the initial draft prepared by the World Bank/EBRD experts to the Ukrainian drafting techniques; (3) finalised the draft as part of the working group and responded to comments from the other members of the working group; (4) explained the content of the Draft Law to the industry participants; (5) supported the draft during its review by the Cabinet of Ministers of Ukraine and the Parliament of Ukraine, (6) participated in the working group of the Parliamentary Committee on Banking and Finance Policy on preparing the final version of the draft adopted by the Parliament and addressed amendments to the draft submitted by the Members of Parliament. The law was adopted by the Parliament in June 2016. As one of the Ukrainian legal advisors to the EBRD on the Derivatives Transactions Reform in Ukraine Olexander Droug has been developing the Draft Law "On Derivatives" addressing the problematic issues of the validity and enforceability of derivatives transactions in Ukraine, as well as introducing the concept of close-out netting. Most recently, Olexander participated in the working group of the Ukrainian Arbitration Association on development of the Draft Law "On amendments to certain laws of Ukraine (concerning judicial control and support of international commercial arbitration)" aimed at improvement of judicial support to international arbitration by the Ukrainian courts. The respective draft law іs now being considered by the Parliament. Mr Droug has represented the clients in the proceedings relating to banking, financial, securities, M&A, shareholders, trade, telecommunication, construction, aviation, product liability, as well as sports-related disputes. He also has significant experience in representing both lenders and borrowers in financial restructurings and related disputes.
